NemAll_Python_BaseElements
NemAll_Python_BasisElements
the https://www.allplan.com/pythonparts-allplan.html -> http://pythonparts.allplan.com/2016-1/documentation.html site does not refer to these modules.

No it is not less Documentation. The modules just did not exist in 2016. The API was changed in this regard. In 2016-1 there was a module NemAll_Python_Elements which was splitted and extended in 2017. The Arch module doesn't exists at all in 2016.
