Hello! We are searching for the best option to create suspended celling and raised floors with option to place openings in them. Also we need openings to have the ability to accommodate smart parts(for lights, HVAC equipment etc.) inside. We are thinking about using slab, roof covering or user defined architectural element. What are the best options in practice.

[Question] What is the best way to create suspended celing of several layers.
You can go with slab for simple model solutions. If you switch Interaction to Off (with Change Archit. Properties tool), you can make an array of slabs, as a real raised floor elements (or ceiling)
But if you want a full model solution I would suggest you to use Facade tool. There are already some examples placed in Favourites. There is a Allplan 2019 Steps to Success Facade tutorial in documentation part of Allplan connect.

When interaction to off - you can't enter openings.
I would use roof covering, the easiest and fastest way.
