Show us your code and not only the result.
DRAW_SEQ runs on the range 0 to 31 (and not 0 to 50 as wrote in the help).
There is not a problem with this command, normally.

I made some tests...
It seems that DRAW_SEQ doesn't apply to text. So text stays at 25.
If you put DRAW_SEQ 26 to the fill, it works.
If you define the text first then the fill at DRAW_SEQ 25, it works.
If you put a value less than 25 to the fill, it doesn't work.
