I am a newbie and trying to create reinforcement for a column. First thing I do is to create a column and reinforce it. After this, when I change the column dimensions reinforcement stays as where it already is. However when I do it with a smartpart which includes its reinforcement wherever I strech the reinforcement comes. The question is Do I always need a smartpart that includes both reinforcement and concrete part or is there any different way. I did not see any video someone streching the beams or columns after reinforcing them.

Dear xenofex22,
By working in engineering tool, you can define any reinforcement you need. You can use a formwork model to define your stirrup and bars. Because the object are not combined together, there is no direct link with the architectural element and the renforcement. So if edit the columns, there will be no change on the reinforcement. But you can easily stretch your formwork and bars if you need.
In an other way, you can also use a smart part. In the case of the smart part, it's different because it's one object which combine sube object (volume + reinforcement). In this case, the handle can change all.
The smartpart and python are quite new and it can be interresting to use in some case. But in fact, we mainly use the first method.
