I don't think you can use the polygonal placement to combine 2 different form. It's not intend to be use in this way. The tool is more available when you have the same quantity of point. Theses two circular bars doesn't have the same quantity of points. Allplan define the circular bars like a polyline.

But there is an easy way to do it. Just set the Circular reinforcement as helicoidal or standard and you will be able to get your result in few clics.

Step by step:

a. create a front view of your element.
b. draw an axes in this front view and point the center in the plan view.
c. Call the tool
d. define the axes in the front view (1 & 2)
e. define the axes in the front view (3 & 4)
f. set the concrete cover (5)
f. define the center point in the plan view (6)
